Legal Framework Foundation date 18 July 1997
The Central depository was established in accordance with decision of the meeting of the founders dated 16 May, 1997 in the form of a closed joint-stock company. The state registration took place on 18 July 1997. State re-registration dated 2 February 2005, No. 12301- 1910-АО.
Central Securities Depository conducts on the bases of licenses issued by authorized entities:
- the following types of activities on the securities market:
- the following types of banking operation in national and foreign currency:
- opening and maintenance of banking accounts for legal entities;
- transfer operations: processing money transfer instructions of legal entities;
- activities related to use of cryptographic means of information protection.
Management
Bakhytzhan Kapyshev
President
He was born on 8 January 1967 in Alma-Ata.
Bakhytzhan Kapyshev is a president of the Central Securities Depository since 1997. Mr. Kapyshev organizes efficient work of the Depository’s Board and ensures execution of decision of the general meeting of shareholders and Board of Directors, controls and supports efficient functioning of the Board and Depository’s departments.
In 1991 Mr. Kapyshev successfully graduated from Kazakh polytechnic institute with qualification engineer – system analyst and in 1998 from Kazakh state management academy with qualification economist, has a qualifying second grade certificate issued by the Agency of the Republic of Kazakhstan on regulation and control of financial market and financial organizations.
Bakhytzhan Kapyshev participated in the development of Agreement “On implementation of international settlement standards for trades with securities and derivatives in the framework of the Common economic space”.
Ownership Structure In accordance with the Law of the Republic of Kazakhstan “On securities market” CSD is a not-for-profit organization. Shares of CSD are distributed between professional securities market participants, trade organizesr and international financial organizations.
Central Securities Depository is a single organization in the Republic of Kazakhstan conducting depository activities.
As of 1 January 2009 the shareholders include the National Bank of the Republic of Kazakhstan, Kazakhstan stock exchange, 14 second level banks and 9 brokerage organizations.

Main Functions
- Provision of nominee holder services for participants.
- Settlement of trades with financial instruments conducted on organized securities market and OTC transactions involving CSD participants (trades between participants; between participant from one side and client of another participant from another side; between clients of two different participants).
- Depository servicing of state emissive securities in accordance with the legislation of the Republic of Kazakhstan and the Code of conduct.
- Provides consultancy, information and other services, which do not contradict legislation of the Republic of Kazakhstan.
- Clearing of trades with financial instruments both for financial instruments as well as money.
The Central Depository on the basis of a license to carry out certain types of banking operations carries out:
- functions of a centralized organization, providing settlement between brokers and dealers;
- paying agent functions for income payment and redemptions of financial instruments;
- opening of banking accounts for participants, designated for money transfers for trades with emissive securities and other financial instruments, as well as receipt of income payments and redemptions.
