He was born on 6 May 1949 in Petropavlovsk, Kamchatka region.
In 1971 graduated from mechanics and mathematics faculty of the Moscow State University named after Lomonosov. From 1971 till 1973 served in the Civil Services of USSR. From 1973 till 1992 worked in the Special Design Office of the Mathematical Machines and Systems of Cybernetics Institute of USSR. From 1992 till 1997 worked in securities and exchange trading department of the bank "Ukraine". Since 1997 is a Board Chairman of OJSC "Interrigional Stock Union".

Main Functions
- Keeping register of participants (holders and registrars) of issued securities.
- Maintaining system-wide directory (of issuers, securities issues, professional participants, etc) and providing access to it to participants.
- Supporting protected documents functioning in the process of depository operations.
- Processing participant’s orders to execute depository operation leading to changes in balances on general participant’s accounts.
- Acting as an arbitrage to resolve disputes on executed operations.
- Providing distribution of corporate action information.
- Servicing process of securityholders lists on request of a registrar, issuer, state bodies.
- Servicing corporate actions.
- Servicing securities income payments.
