Foundation date: 18 July 1997

KCSD was established on 16 May 1997. Initial state registration was carried out on 18 July, 1997, and re-registration on 02 February, 2005, No. 12301-1910-AO.

KCSD's regulating agency is the Agency of the Republic of Kazakhstan for Regulation and Development of Financial Market.

Licenses:

  • KCSD is the only organization in the territory of the Republic of Kazakhstan carrying out depository activities and activities on maintenance of securities holders registers system.
  • License No. 4.3.16 for the following banking operations in national and (or) foreign currency dated December 30, 2021 issued by the Agency of the Republic of Kazakhstan for Regulation and Development of Financial Market:
    • opening and maintaining bank accounts of legal entities;
    • opening and maintaining correspondent accounts of banks and organizations implementing certain types of banking operations;
    • transfer operations: execution of payment and transfer orders of legal entities;
    • exchange operations with foreign currency, excluding exchange operations with foreign currency in cash.

Chairman of the Management Board of Central Securities Depository JSC

ADIL MUKHAMEJANOV was born in 1981 in Almaty.

Education

He graduated from the Kazakh Academy of Labor and Social Relations (Almaty) in 2002 with a major in "International Economics", qualification — Economist, International Relations Expert.

In 2019 graduated from Nazarbayev University (Astana), Higher School of Business, qualification — Executive Masters of Business Administration (EMBA).

Work experience

2002—2019 — the National Bank of the Republic of Kazakhstan (Almaty):

  • 2002—2004 — Chief Economist of the Settlements and Lending Division, Monetary Operations Department;
  • 2004—2009 — Chief Analyst of the Analysis and Risks Division, Monetary Operations Department;
  • 2009—2015 — Head of the Money and Credit Operations Division, Monetary Operations Department;
  • 2015—2019 — Deputy Director of the Monetary Operations Department.

2019—2020 — FHS JSC, Managing Director, Director of the Investment Consulting Department.
2020—2021 — Kazakhstan Stock Exchange JSC:

  • 02.2020—05.2020 — Advisor to the Chairman of the Management Board;
  • 06.2020—02.2021 — Deputy Chairman of the Management Board.

From March 1, 2021 till the present — Central Securities Depository JSC, Chairman of the Management Board.

KCSD as a nonprofit organization issues only ordinary shares. Only the National Bank of the Republic of Kazakhstan, market intermediaries and international financial institutions, the list of which is identified by the authorized body’s legal act, can be KCSD’s shareholders.

On 01 January, 2022 the number of KCSD’s outstanding shares is 321 for a total of 821,289 thousands tenge (1,951.22 thousands US dollars).

As of 01 January, 2022 KCSD shareholders were:

  • National Bank of the Republic of Kazakhstan (63.83 %);
  • Kazakhstan Stock Exchange JSC (29.55 %);
  • Second-tier banks of the Republic of Kazakhstan (5.03 %);
  • Broker companies of the Republic of Kazakhstan (1.57%).

Nominal holding of securities:

KCSD provides services of nominal holding to other nominal holders of securities including foreign depositories and bank-custodians.

KCSD is an authorized depository of the National Bank of the Republic of Kazakhstan, the Ministry of Finance of the Republic of Kazakhstan and executive municipal bodies of the Republic of Kazakhstan.

Opening and maintaining bank accounts:

KCSD provides services on opening and maintaining bank accounts intended to settle securities transactions, pay interests and principal, as well as transfer money in cases defined by KCSD’s Code of Rules.

KCSD is a payment agent of the National Bank of the Republic of Kazakhstan, the Ministry of Finance of the Republic of Kazakhstan and executive municipal bodies of the Republic of Kazakhstan.

KCSD transfers money to securities holders under interest payment and redemption of securities issued in accordance with the legislations of other countries besides the Republic of Kazakhstan.

Allocating the international identification numbers for securities and other financial instruments:

KCSD is the National Numbering Agency of the Republic of Kazakhstan being full member of Association of National Numbering Agencies (ANNA) based on agreement on mutual understanding in respect to ISIN and other standards service No. 2 concluded between KCSD and ANNA on 09 December, 2011.

KCSD allocates international identification numbers for securities issued in the territory of the Republic of Kazakhstan including issued in compliance with law of Astana International Financial Center, shares in authorized capital of limited liability partnerships, participants’ registers of which KCSD maintains due to the procedure stated by Identification Numbers Allocation Rules and in compliance with international standards ISO 6166 "Securities and related financial instruments – International securities identification numbering system (ISIN) ", ISO 10962 "Securities and related financial instruments – Classification of Financial Instruments (CFI code)", ISO 18774 "Securities and related financial instruments – Financial Instrument Short Name (FISN)" and ANNA guidances to mentioned standards.

ISIN, CFI and FISN codes are standardized securities identification numbers applied in operations with securities in international securities market, where national identification numbers of securities can not be used.

Payment agent:

KCSD proposes issuers payment agent services for corporate securities those are in KCSD’s nominal holding.

Trade repository:

KCSD maintains registers system of transactions with derivative financial instruments.

Maintaining registers’ system:

KCSD provides services of registers’ system maintenance including transactions’ registration and confirming rights to securities and shares in authorized capital, for joint-stock companies, limited liability partnership, securities’ holders and limited liability partnerships’ participants, served in registers’ system.
